impeding the flow of forum exchanges - a necessary evil ?

now, does this seem like a very useful thing to do:

those poor folks waiting for responses better hope the moderators are on the job, and know their jobs as well.

on the other hand, makes me wonder what they felt they had to protect themselves and the other forum users against.  are they verifying all proposed solutions ?  having spam issues ? 

you'd think they'd have a sticky or other announcement there so that posters knew what to expect.
